San Francisco Type Yard now builds: Sabre Class, Miranda Class, Intrepid Class and Excelsior Class. The Kestrel Class is built at DS9 now (like Senator Vreenak's shuttle leaving DS9). On the one hand this makes the use of the Kestrel Class more interesting and on the other hand the D'deridex Class won't block the building list of the Federation shipyards anymore. It takes no time for building the Warbird (0.1 just imagine the Warbird decloaks at the Hailing Beacon's position), but it will be damn expensive. The Kestrel Class (Romulan Shuttle) launches (actually builds) a hailing beacon which calls-in (also builds) the Romulan Warbirds. So here are the new (already built in) concepts: Add Klingon and Romulan construction ships for only one station each? No way!
